What Module 2 covers and who needs it
The NDIS Commission's Supplementary module: Specialist behaviour support applies to NDIS providers registered to deliver specialist behaviour support to participants. In our registration groups guide that is specialist positive behaviour support (group 0110), a certification-pathway group, so Module 2 is assessed on top of the full Core Module.
The module has seven outcomes:
- Behaviour support in the NDIS. Participants get behaviour support that suits their needs, uses evidence-informed practice and complies with the relevant legislation and policy frameworks. Practitioners need suitable qualifications, current professional development and clinical supervision.
- Restrictive practices. A participant is only subject to a restrictive practice that meets state and territory authorisation requirements and the Commonwealth safeguards, and strategies aim to reduce and eliminate their use.
- Functional behaviour assessments and behaviour support plans. Plans are tailored, evidence-informed and based on an assessment of the participant's needs and the function of the behaviour.
- Supporting implementation of behaviour support plans. The practitioner helps implementing providers, workers and the participant's support network understand and carry out the plan, including training and coaching.
- Behaviour support plan monitoring and review. Plans stay current, progress is measured with data, and opportunities to reduce restrictive practices are taken. Plans are reviewed at least annually.
- Reportable incidents involving restrictive practices. Emergency or unauthorised use of a restrictive practice is reported and reviewed, with the participant and stakeholders involved.
- Interim behaviour support plans. A participant with an immediate need gets an interim plan that minimises risk to them and others.
Providers who only implement plans developed by a specialist are assessed against Module 2a instead. The module sits alongside the NDIS (Restrictive Practices and Behaviour Support) Rules 2018, which practitioners are expected to understand and apply.
What auditors look for
A Module 2 audit follows the life of a behaviour support plan, from assessment to review. Expect the auditor to sample plans and test the chain behind each one:
- Practitioner suitability and supervision. Evidence that each practitioner is qualified for the work, keeps up their professional development and receives clinical supervision.
- Assessments that drive the plan. Functional behaviour assessments on file, with plans that clearly draw on them and on other sources of information about the participant.
- Restrictive practices handled lawfully. Authorisation in line with your state or territory's requirements, plans containing regulated restrictive practices lodged with the Commission, and strategies that aim to reduce and eliminate their use.
- Implementation support. Records of training, coaching and collaboration with implementing providers, not just a plan handed over.
- Review and reporting trail. Plan reviews on schedule, progress data, and a clear process for reportable incidents involving restrictive practices.
